Reporting to the Director of Operations, the Human Resource Manager will develop and implement a solid human resource plan for all band employees along with creating, managing and maintaining accurate personal files. HR is responsible for developing an employee-oriented organizational culture emphasizing continuous improvement, teamwork, high performance, and quality. HR ensures that both Federal and Provincial labour regulations and statutes, as well as organizational policies and procedures, are adhered to. Successful candidates must possess excellent communication skills, proficiency in computer skills (including MS office, PowerPoint, and excel) and maintain discretion and high level of confidentiality.
DUTIES AND RESPONSIBILITIES:
The duties and responsibilities of the Human Resources Manager will include, but are not limited to, the
following:
• Oversee all Human Resources employees, operation, and processes while supporting people based solutions to the entire organization.
• Draft and / or revise and implement human resource policies, procedures, and memorandums and ensure communication is appropriate.
• Respond to internal and external human resource related inquiries from employees, managers and other partners.
• Conduct investigations into any employee complaints or concerns brought forward.
• Act as a mediator recruitment cycle, retention, onboarding, orientation, succession, planning, termination and exit interview.
• As a pension and benefits administrator.
• Entire personal records are maintained, ensure mandatory checks are completed.,
• Create and / or update job descriptions.
• Manage all training and development opportunities for employees.
• Attend Chief and Council meetings as required to provide programming updates and HR support.
• Participate on the senior management team and collaborate to carry out the mandate vision and values of the organization.
• Other duties that are relevant to this position shall be assigned as required.
QUALIFICATIONS:
• Bachelor’s degree in business administration or Diploma in Human Resource Management.
• Certified Human Resources Professional (CHRP) designation considered an asset.
• Minimum of 5 + years of human resources management experiencing working directly with senior level management.
KNOWLEDGE, SKILLS AND ABILITIES:
• Experience with supervising and developing staff.
• Experience developing the HR function in other organizations such as talent management, compensation and benefits, and policies and procedures.
• Knowledge of Employment Standards, Labour Law Human Right, Child and Family Services sector and legislation.
• Must be able to demonstrate strong leadership skills with the ability to delegate, plan and organize.
• Ability to handle conflict, identify development needs of employes, and provide coaching and mentoring.
• Strong interpersonal skills and ability to work on fast paced environment with a high attention to detail.
• Strong proficiency in Microsoft Word, MS word, Spreadsheets (Excel), PowerPoint, Email (Outlook) and Internet.
• Excellent verbal and written communication skills
• Ability to manage conflict using sound judgement.
• Knowledge of First Nations culture and practices an asset.
CONDITIONS OF EMPLOYMENT:
• Access to reliable transportation to and from work as travel is required.
• Valid Class 5 Manitoba driver’s license.
• Clear Criminal Record and Vulnerable Persons check and Child Abuse Registry check.
• Required to sign a confidentiality agreement.
• Must be willing to submit to random drug testing.
