POSITION: Public Works Assistant Manager

The Public Works Assistant Manager is responsible for overseeing, managing, work activities and operations of all infrastructure, maintenance, services such as roads, water and wastewater, seasonal weather emergencies, public parks, farm animals and lands of Swan Lake First Nation.

DUTIES AND RESPONSIBILITIES:
• Assist with – planning, organizing, controlling, integrating and evaluating the work of the Public &
Capital Works Department,
• Ensuring safety practices are followed on a daily basis,
• Assist with – management responsibilities for assigned services and activities of the Water,
Wastewater and Infrastructure,
• Assist with – the upkeep and well-being of Swan Lake First Nation’s farm animals,
• Assist with – planning, direct, coordinate and review the workplan for staff; assign work activities,
projects and programs; review & evaluate work products, methods & procedures
• Assist with – overseeing and participating in the development and administration of the Public
Works annual budget; participate in the forecast of funds needed for staffing, equipment,
materials and supplies; monitor and approve expenditures; implement adjustment and changes
as needed,
• Provide assistance to the Director of Operations in all aspects related to Public Works;
recommend revisions to programs, policies and procedures where applicable,
• Assists with – coordinating, reviewing and recommend the work of the community’s contracts
and a wide variety of independent service providers, including public works maintenance and
construction contractors, landscape maintenance and contractors,
• Monitors developments related to public works and utilities matters, evaluates their impact on
Community operations, and implements policy and procedure improvements,
• Assist with – managing each infrastructure area and coordinate maintenance upkeep of roads,
water, sanitation, signs, and community buildings,
• Assist with – setting-up and monitoring a maintenance schedule for community buildings,
• Assist with – maintaining records for all SLFN equipment, buildings and maintenance schedules,
• Assist with – ordering all material, equipment and supplies as required,
• Respond to and resolve difficult and sensitive community member’s inquiries and complaints
• Provides leadership and work with Human Resources department to develop and retain highly
competent, customer service-oriented staff through selection, compensation, training and day
to-day management practices which support the Community’s mission and values,
• Work respectfully with Public Works staff to correct deficiencies; aide in discipline and
disciplinary procedures; meet with staff weekly to identify & resolve problems,
• Ensure reporting meets all funding requirements
• Perform other related duties as required

KNOWLEDGE, SKILLS & ABILITIES
• Ability to create, interpret and implement policies, procedures and budgets,
• Knowledge of functions and procedures of wastewater, water treatment plants & infrastructure
facilities,
• Understand operations, services and activities of water, wastewater and utilities,
• Certification in workplace hazardous materials information system (WHMIS), transportation of
dangerous goods (TDG), and courses in safety practices,
• Must be mechanically inclined and have an understanding of chemistry and electronics,
• Ability to analyze problems, identify alternatives and implement recommendations in support of
Swan Lake First Nation’s goals,
• Knowledge and experience of the following equipment: water truck, packer, rubber tire backhoe,
dozer, excavator and single motor scraper, etc.
• Knowledge and experience of the operation of single engine caterpillar scrapers, caterpillar,
dozers and graders,
• Knowledge and experience operating heavy equipment with GPS tracking devices,
• Ability to develop strategic direction and program implementation collaboratively with various
stakeholder/community groups,
• Decision making skills,
• Excellent communication and interpersonal skills,
• Time management skills.

QUALIFICATIONS:
Education and Experience:
• Applicants must be 18 years of age or older,
• Must be physically fit and able to do manual labour,
• Willing and able to work long hours in inclement weather,
• Must follow proper dress code,
• Must be a team player, reliable and organized,
• Experience operating heavy equipment would be an asset,
• Familiar with construction methods, tools, and materials an asset.
